I would take over the world and release the Toclafane.

Oh, wait, that's the Master's plan. Rats.
Reality would tell me to pass a bunch of items intended to help the planet. Yell at a few congresspeople that are in the pockets of business and refer to the Constitution every so often. Basically, try to make it better for everyone living here.
